Top-Level Design for Strengthening National Governance Capacity in the Future

党的十九届四中全会深入贯彻习近平新时代中国特色社会主义思想,全面落实党的十九大精神,对如何增强国家治理能力进行了顶层设计。坚持党的领导是增强国家治理能力的本质特征;坚定"四个自信"是增强国家治理能力的前提基础;树立"四个意识",做到"两个维护"是增强国家治理能力的根本保证;坚持全面依法治国是增强国家治理能力的基本方略;坚持以人民为中心是增强国家治理能力的力量源泉。

The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China has thoroughly implemented Xi Jinping’s thought on Socialism with Chinese characteristics for a new era and the spirit of the 19th CPC National Congress, and has designed the national governance capacity for the top-level design. Adhering to the leadership of the Party is the essential characteristic of strengthening the national governance ability;strengthening the "four self-confidence" is the prerequisite to enhance the capacity of national governance;establishing "four consciousnesses" and achieving "two maintenance" is the fundamental guarantee to strengthen the national governing ability. It is a basic strategy to strengthen the national governing ability to in-sist on the rule of law in an all-round way. Sticking to the people-centered principle is the power source tostrengthen the country’s governing ability.
