On the Cultural Logic of the Modernization of University Internal Governance Ability

大学内部治理能力现代化是我国高等教育改革的一项重要任务。按照大学组织改革的文化逻辑,文化治理作为一种新的治理范式,契合新时代大学内部治理能力现代化的内在要求。但是,在大学内部治理的实践场域,面临着行政学术的文化分野、学科文化的藩篱阻隔和制度文化的价值遮蔽等文化治理困境。大学内部治理能力现代化的行动取向在于重塑治理文化,在强化大学制度文化的硬治理和精神文化的软治理的基础上,形成"精神-制度"融构的生态型协同治理模式,将文化价值观与大学权力运作有机耦合,推进大学内部治理能力现代化建设。

The modernization of university internal governance ability is an important mission facing the national higher educational reform. As a new governance paradigm, cultural governance fits with the inner requirement of modernization of university internal governance ability in the new era according to the cultural logic of the organizational reform in university. But in its practical side, the university internal governance is now facing cultural difficulties, such as the cultural division between administrative and academic authorities, the barrier between disciplinary cultures, the hidden value of system culture etc. Its action orientation aims to reshape the governance culture, develop an ecological collaborative governance model which integrates"spirit-system"and promote the modernization of university internal governance ability by coupling the cultural value and university power operation.
