高等教育高质量发展是基于并且高于内涵式发展的一种内生发展取向和模式,它以特色强、质量优、满足需求能力强为主要特征。中国特色社会主义进入新时代要求高等教育实现平衡且充分的发展,在培育创新驱动发展原始动能、提供优质高等教育、重视人的发展水平和满足人的多样化需求等方面发挥更大作用。在此背景下提出推动高等教育高质量发展,彰显了高等教育与时俱进的哲学价值意蕴。大学办学者应结合本校办学理念、办学定位,从强化特色、提高质量、重视满意度三个维度思考如何推进高等教育高质量发展。

High quality development of higher education is an endogenous development orientation and mode,which is based on and above of connotative development. It is characterized by strong characteristics, excellent quality and strong ability to meet demand. Socialism with Chinese characteristics has entered a new era, which requires higher education to achieve balanced and full development, and to play a greater role in cultivating original kinetic energy of innovation-driven development, providing high quality higher education, focusing on human development and meeting diverse needs. In the context of grand narrative, it is proposed to promote the high quality development of higher education, which highlights the philosophical value of higher education advancing with the times. For universities with a certain connotative development foundation, the presidents should combine the schoolrunning concept and orientation to think about how to promote the high quality development of higher education from strengthening characteristics, improving quality, and paying attention to satisfaction.
