新冠肺炎疫情下加强道路交通应急管理的建议

Suggestions to Strengthen the Road Traffic Emergency Management in the Context of COVID-19

道路交通应急管理是指公安交通管理部门为了应对交通事故、公共卫生、自然灾害等各种道路交通紧急事件而对道路交通实施的特别管理,是国家应急管理体系的重要组成部分。本文从我国交通应急管理体系运行现状入手,借鉴美国、日本等国外交通应急管理经验做法,提出加强和改进我国道路交通应急管理体系的建议,尤其为此次新冠肺炎疫情中各地应对道路交通应急资源分布不均衡、防疫检查站点设置无章可循、应急资源调度不合理等问题提供改进启示。

Road traffic emergency management refers to the special management of road traffic by public security traffic management departments in response to various road traffic emergencies such as traffic accidents,public health accidents and natural disasters.It is an important part of the national emergency management system.This article discusses the current situation of traffic emergency management system,the experience of foreign countries and other countries emergency management practices,and puts forward suggestions to strengthen and improve the road emergency management system in the context of COVID-19.
