国内新能源汽车动力电池回收法律政策对柳州市的启示

The Inspiration of Domestic Laws and Policies of New Energy Vehicle Power Battery Recovery to Liuzhou City

能源是社会发展必备的基本要素,而动力电池作为一种新型清洁能源,被社会普遍应用于生活各领域,尤其是新能源汽车采取动力电池为机动装置,获得了国家的认可及社会的大力支持。近年来,随着电池下游附加产业不断拓展,加速了消费领域内产品的更新换代,动力电池的需求量出现爆发式增长。此外,伴随环保意识的深入和废旧电池的潜在危害,大量退役动力电池未得以妥善处置和最大化利用,浪费了珍贵的有价金属资源,并对公共安全产生威胁,造成难以修复的环境污染。对此,国内各省纷纷展开回收动力电池的探索之路。鉴于我国暂未颁布回收动力电池的专项法律,遂可以通过借鉴某些省份或地区对动力电池回收作出的政策指引,以助推柳州市退役动力电池合理回收、高效利用。

Energy is a necessary basic element for social development.As a new clean energy,power battery is widely used in various fields of life,especially in new energy vehicles,which use power battery as mobile device and has been greatly recognized by the state supported by the society.In recent years,with the continuous expansion of the downstream additional industries of batteries,the upgrading of products in the consumption field has been accelerated,and the demand for power batteries has exploded.In addition,with the deepening of environmental protection awareness and the potential harm of the wasted batteries,a large number of decommissioned power batteries are not properly disposed and maximized,which will waste precious valuable metal resources and pose a threat to public security and cause environmental pollution that is difficult to repair.Therefore,some domestic provinces have launched the exploration road of recycling power batteries.The thesis tries to promote the reasonable recycling and efficient utilization of decommissioned power batteries in Liuzhou City by drawing on the policy guidance of those provinces or regions on the recycling of power batteries while special laws on recycling power batteries are absent.
