韧性城市理念下应对气候变化影响的规划策略

Planning strategies to deal with the impact of climate change under the concept of resilient cities

气候变化对自然世界的影响是巨大的,对人类社会的影响是深刻的。在全球气候变化的背景下构建可持续发展的韧性城市,分析气候变化对城市的影响,剖析韧性城市的概念,论述气候变化与构建韧性城市间的必要性,提出以场所创建为引领、以多方参与为核心,以公共交通为导向三大类规划策略,应对可能发生的自然灾害,促使城市吸收与融合灾害对城市发展产生的破坏影响,保护人居环境健康和谐发展。

The impact of climate change on the natural world is enormous, the impact on human society is deeply. Under the background of global climate change, building resilient city of sustainable development is necessary. This paper first analyses the impact of climate change on cities, and then summarize the concept of resilient city, outline the relationship between climate change and the need to build resilient city. Secondly, this paper propose three types of planning strategies,namely open spaces created as the leading, public participation as the core and the transit-oriented development as the chance to deal with the possibility of natural disasters. The planning strategies encourage cities to absorb and integrate disasters that have devastating effects on urban development, and protect the healthy and harmonious development of the human settlement environment.
