边境群体性突发事件中的情报获取工作研究

边境群体性突发事件往往对国家安全和边境社会稳定产生重大影响,严重影响边境人民的生产生活秩序。开展并优化情报获取工作有利于实现对突发事件先期预测和前期预防,并形成相应预警机制。通过梳理分析当前公安机关边境管理部门情报获取工作中存在的问题,从加强群众工作、提升技术水平、完善共享机制等角度出发,讨论在制定突发事件应急预案和处置边境群体性突发事件中情报获取工作的意义和对策,以期形成边境社会情报信息与突发事件情报获取工作的深层次融合,辅助决策部门妥善处置边境群体性突发事件。

Mass emergencies in border areas often have a significant impact on national security and social stability in border areas and seriously affect the production and living order of people in border areas.To carry out and optimize intelligence acquisition is conducive to realizing the early prediction and prevention of emergencies and forming the corresponding early warning mechanism.Through the analysis of the current public security border in intelligence,the problems of the administrative department from strengthening the mass work,enhance the level of technology,improve the sharing mechanism,such as perspective,discussed in formulating contingency plans and emergency disposal of border mass incidents in intelligence work in the significance and countermeasures,so as to form a border social intelligence information and emergencies in intelligence work of deep integration,auxiliary decisionmaking departments properly handle border mass emergencies.
