Analysis on the Basic Strategy of COVID-19 Epidemic Prevention and Control Education According to Law

防控新冠肺炎疫情应当加强依法防控教育,其基本策略可以概括为:以习近平总书记依法防控重要讲话为引领,凸显人民立场、法治意识和大局观念,培养战略思维、辩证思维和法治思维,加强立法、执法、司法、守法教育,处理好导向的政策性与效果的针对性、主题的限定性与主体的能动性、教育的短期目标与长期目标三组关系。这种基本策略能显著提升依法防控教育的实效性、亲和力和针对性,提高疫情防控法治化水平,推进法治中国建设。

Education on prevention and control of COVID-19 epidemic according to law should be strengthened and the basic strategy can be summarized as follows,to be guided by General Secretary Xi Jinping’s important speech on epidemic prevention and control in accordance with the law,to highlight the people’s position,the sense of the rule of law and the overall concept,and to cultivate strategic thinking,dialectical thinking and rule of law thinking.We will strengthen education of legislation,law enforcement,justice,and law-abiding,and manage three sets of relationships:the orientation of policy and the pertinence of effect,the limitation of theme and subjective initiatives,and the short-term goal and long-term goal of education.This basic strategy can significantly improve the effectiveness,affinity and pertinence of prevention and control education according to law,improve the level of the rule of law in the prevention and control of the epidemic,and promote the construction of the rule of law in China.
