“后疫情时代”全面提升公共文化服务效能的对策研究——以陕西省渭南市为例

Research on Countermeasures to Comprehensively Improve the Efficiency of Public Cultural Services in the“Post-epidemic Era”Based on a Case Study of Weinan,Shaanxi

近年来,陕西省渭南市公共文化服务在基础层面上有了一定积累,但面对“后疫情时代”出现的“宅生活”和短期内急速增长的文化需求等新挑战,除了其固有的问题之外,还表现出了公共文化设施发展不平衡,公共文化服务供给与群众需求不匹配,人才队伍建设水平有待提高,社会力量参与建设程度不高等问题。从解决问题的角度出发,通过畅通反馈渠道、准确了解群众需求,加强防疫型公共文化服务基础设施建设,落实基层政府主体责任,创新公共文化服务供给形式,加大文化人才队伍建设力度,鼓励社会力量参与公共文化服务供给等对策选择,可以有效提升陕西省渭南市公共文化服务供给效能,增强人民群众的获得感,助力区域公共文化服务体系建设,进一步彰显城市特色。

In recent years,Weinan City’s public cultural services have accumulated on the basic level,but in the face of new challenges such as“house life”in the“post epidemic era”and the rapid growth of cultural demand in the short term,in addition to its inherent problems,it also shows the imbalance in the development of public cultural facilities,the mismatch between the supply of public cultural services and the needs of the masses,and the level of talent team building to be improved,and the less intensity of the participation of social forces in the construction.From the point of view of solving problems,we can effectively improve the supply efficiency of Weinan public cultural services by accurately understanding the needs of the masses,strengthening the construction of epidemic prevention public cultural services infrastructure,implementing the main responsibility of the grass-roots government,innovating the supply form of public cultural services,strengthening the construction of cultural talents,and encouraging social forces to participate in the supply of public cultural services,in order to enhance people’s sense of access,help the construction of regional public cultural service system,and further highlight the city’s characteristics.
