基于“三位一体”功能视角的家庭农场制度创新研究

Study on the innovation of family farm system based on the functional perspective of“The trinity system of family farm”

家庭农场作为新型的现代农业经营主体,当且应当在乡村振兴中充分发挥其经济、社会、生态三大功能。其“三位一体”功能定位必然要求从内外两个维度进行制度创新:一方面应创新家庭农场认定及其经营管理制度;另一方面则要围绕强化家庭农场的“三位一体”功能开展一系列公共服务制度创新,完善经济功能的支持体系,健全社会功能的服务体系,优化生态功能的监督体系。

As a new type of modern agricultural management,family farm should give full play to its three functions of developing rural economy,society and ecology in rural revitalization.The function orientation of"The trinity system of family farm"inevitably requires institutional innovation from both internal and external dimensions:On the one hand,it is necessary to innovate the identification and management system of family farms;On the other hand,we should carry out a series of public service system innovations around strengthening the"Trinity"function of family farm,improve the support system of economic function,the service system of social function and the supervision system of ecological function.
