第一书记与村两委关系类型及其形成机制——基于L乡和N镇的村庄调研

The relationship between the first secretary and the two committees of the village and its formation mechanism——based on the village survey of L Town and N Town

第一书记制度是国家在贫困治理领域的重要制度实践,并将继续在乡村振兴中提供助力。第一书记与村两委的关系具有复杂性和多样性。通过对广西壮族自治区L乡和江西省N镇的村庄调研,总结出第一书记与村两委的关系类型及其形成机制。研究发现,第一书记与村两委的关系有三种类型:包办代替型、辅助合作型、独立松散型,村庄层面的社会结构与组织基础、个体层面的政治追求与影响网络、政府层面的村庄定位与资源配置三者共同构成第一书记与村两委关系类型的形成机制。如何实现国家治理与村民自治的结合,是实现精准扶贫与乡村振兴无缝隙对接的关键,第一书记工作重心向村庄组织建设的回归尤为重要。

The first secretary system is an important innovation of the country in the field of poverty governance,and will continue to provide assistance in rural revitalization.The relationship between the first secretary and the village committees is complex and diverse.Through the investigation of the villages in L Town of Guangxi and N Town of Jiangxi Province,the relationship between the first secretary and the two committees of the village and its formation mechanism were summarized.The study found that there are three types of relationship between the first secretary and the two village committees:the alternative type,the auxiliary cooperation type,and the independent decentralization type.The social structure and organizational basis at the village level,the political pursuit and influence network at the individual level,and the village positioning and resource allocation at the government level together constitute the formation mechanism of the relationship between the first secretary and the village two committees.How to realize the combination of state governance and village self-government is the key to realize the seamless connection between precise poverty alleviation and rural revitalization.Returning the first secretary's work focus to village organization construction is particularly important.
