辽宁省科技人才政策文本分析

Analysis on the Text of Science and Technology Talents Policy in Liaoning Province

以2012—2018年辽宁省24份科技人才政策文本为研究样本,从发文频度、发文机构、政策形式、政策主题词等4个维度对辽宁省科技人才政策样本进行了量化分析。探究了辽宁省科技人才政策的现状,认为辽宁省基本形成了相对完善的科技人才政策体系。指出辽宁省可以通过优化和增强政策的协同性、构建更加完善的科技人才政策体系、增强科技人才政策的专业化和精细化等3个方面进一步改进科技人才政策。

Taking 24 scientific and technological talent policy texts in Liaoning province from 2012 to 2018 as research samples,this article quantitatively analyzes them from four dimensions:frequency of publication,organization of publication,policy form and policy keywords.It explores the current status of science and technology talent policies in Liaoning Province,and believes that Liaoning province has basically formed a relatively complete science and technology policy system.It points out that Liaoning province can further improve the science and technology talent policy by optimizing and enhancing the synergy of policies,building a more perfect science and technology talent policy system,and strengthening the specialization and refinement of science and technology talent policy.
