服务海洋强国战略的海洋文化体系构建

The Construction of Marine Cultural System to Serve China’s Maritime Power Strategy

我国是世界上历史最为悠久、资源最为丰厚的海洋大国,拥有中华文明特色显著的辉煌的海洋文化传统和美好的海洋文化未来。近些年来,基于海洋强国战略和21世纪海上丝绸之路战略的我国海洋文化建设发展问题越来越引起国家、相关部门、各沿海地方、学界和社会各界的重视。如何在世界海洋竞争日趋激烈的国际环境中、在我国海洋强国战略、文化强国战略和21世纪海上丝绸之路战略发展中继承我国海洋文化优秀传统,规划和促进我国当代海洋文化的大发展大繁荣,已经成为我国当代学界、政府和社会各界面临的艰巨而光荣的历史使命。因此,在新时代海洋强国战略背景下进行海洋文化体系的深入研究,重点阐释海洋文化体系的内涵和基本构成,全面分析服务于海洋强国战略的海洋文化体系建构的目标定位、指导思想与总体布局,为海洋强国战略、文化强国战略以及21世纪海上丝绸之路战略的顺利实施夯实软实力基础。

China is the most time-honored and resource-rich maritime power in the history of the world,which has a brilliant marine cultural tradition and a bright future for marine culture with the distinctive characteristics of Chinese civilization.In recent years,the development of China’s marine cultural construction based on"Maritime Power Strategy"and"21st Century Maritime Silk Road Initiative"has attracted more and more attention from the state,relevant departments,coastal areas,academic circles and all sectors of society.How to inherit the excellent tradition of China’s marine culture in the increasingly fierce competitive international environment,and how to plan and promote the development and prosperity of our contemporary marine culture have become an arduous and glorious historical mission facing our contemporary academic circles,government and all sectors of society.Therefore,this paper makes an in-depth study of marine cultural system against the background of China’s Maritime Power Strategy in the new era,focuses on explaining the connotation and basic composition of the marine cultural system,comprehensively analyzes the target,guiding principles and overall layout of the marine cultural system construction to serve the"Maritime Power Strategy",and strengthens the soft power foundation for the successful implementation of the of"Maritime Power Strategy","Cultural Power Strategy"and"21 st Century Maritime Silk Road Initiative".
