摘要
《国民经济和社会发展第十三个五年规划纲要》将海洋产业结构优化升级作为拓展蓝色经济空间、实现陆海统筹,以及推动区域协调发展的重要举措。海洋产业结构升级对我国海洋经济的可持续发展具有重要意义,也是我国海洋经济研究的重大议题。首先基于熊彼特经济发展理论对海洋产业结构升级的影响因素进行理论分析,其次运用2006-2014年中国大陆地区沿海11个省份的省级面板数据进行实证研究。研究结果表明,技术创新、金融支持,以及对外开放对我国海洋产业结构升级均具有促进作用,金融支持中风险投资对海洋产业结构的促进作用远高于信贷融资;政府的过度干预则对海洋产业结构升级不利。
The 13th Five-Year Planfor National Economic and Social Development takes the optimization of the marine industrial structure as an important measure to expand the blue economy space, make coordinated development plans for land and sea, and promote regional coordinated development. The upgrading of marine industrial structure is of great significance to the sustainable development of China’s marine economy, and is also a major issue in China’s marine economic research. Firstly, this article theoretically analyzes the influencing factors of marine industrial structure upgrading based on Schumpeter’s economic development theory. Secondly, it uses the provincial panel data of 11 coastal provinces and cities in China's Mainland in 2006-2014 to conduct an empirical study on those factors. The empirical results show that technological innovation, financial support and opening up can promote the upgrading of China’s marine industrial structure, among which the role of venture capital is much higher than that of credit financing. However, excessive government intervention is unfavorable to the upgrading of marine industrial structure.
