Corruption is the biggest threat confronting the CPC,and therefore combating corruption is a major political struggle that will greatly impact the future of the CPC and the country.The report to the 19th National Congress of the CPC stated,uWe will strengthen deterrence so officials dare not be corrupt,strengthen the cage of institutions so they are unable to be corrupt,and strengthen their vigilance so that they have no desire to commit corruption.Our political environment will,through tireless efforts,like seas fallen calm and rivers running clear,be clean and free of corruption.In line with the guiding principles of the 19th National Congress,the Fourth Plenary Session of the 19th CPC Central Committee designated the establishment of coordinated systems and mechanisms to ensure officials have no will,no opportunity,and no desire to commit acts of corruption(hereinafter referred to as the“Three No’s”)as an important component of efforts to uphold and improve the oversight system of the Party and the state.
