乡村振兴战略下农村产业融合的困境与对策

Difficulties and Countermeasures of Rural Industrial Convergence Under the Strategy of Rural Revitalization

农村产业融合既是国家支农惠农政策的重要组成部分,又是转变农村经济增长方式和促进农户增收的必然要求,尤其是在大力推进乡村振兴和全面建成小康社会的背景下更具有重大战略意义。当前我国农村产业融合已取得一定进展,但同时也面临着新型农业经营主体发育迟缓、农业多功能挖掘不足、人力资本要素供给滞后、利益联结机制不完善等诸多困境。应加强新型农业经营主体培育、拓展农业功能、培育新型职业农民和健全利益联结机制,以更好地推进农村产业融合发展,顺利实现乡村振兴。

Rural industrial convergence is not only an important part of the national policy of supporting and benefiting agriculture,but also an inevitable requirement to change the way of rural economic growth and promote the increase of farmers’income,especially in the context of vigorously promoting rural revitalization and building a moderately prosperous society in all respects.At present,China’s rural industrial convergence has made some progress,but at the same time,it also faces numerous difficulties such as the slow development of new agricultural business entities,insufficient agricultural multi-function mining,lagging supply of human capital elements,and incomplete benefit affiliating mechanism.It is necessary to strengthen the cultivation of new agricultural business entities,expand agricultural functions,cultivate new professional farmers,and improve the benefit affiliating mechanism in order to better promote rural industrial convergence achieve rural revitalization smoothly.
