复杂性视域下城市治理现代化研究

Modernization of Urban Governance from the Perspective of Complexity

复杂性科学超越了传统的线性思维范式,为城市治理提供了新思路。城市治理的复杂性特征主要表现在主体复杂性、客体复杂性、介体复杂性、环境复杂性等方面,因此亟须复杂性理论对城市治理实践加以引导。应基于控制论视角化解城市治理的潜在风险、基于系统论视角构建复杂性城市治理模式、基于信息论视角完善城市治理反馈评价体系等维度,运用复杂性思维提升城市治理能力,推进城市治理现代化。

Complexity science transcends the traditional linear thinking paradigm and provides new ideas for urban governance.The complexity characteristics of urban governance mainly highlight subject complexity,object complexity,mediator complexity and environment complexity,etc.,which need to be guided by complexity theory.Therefore,complexity thinking should be applied in such dimensions as resolving the potential risks of urban governance from the cybernetics perspective,constructing a complex urban governance model from the system theory perspective,and improving the feedback evaluation system of urban governance from the information theory perspective,etc.to improve urban governance capacity and promote the modernization of urban governance.
