摘要
珊瑚保护、渔业管理和油气资源开采是在南海地区维护生物和生态可持续过程中的几个关键且紧急的问题。本文利用博弈论创新南海地区合作和协商决策方式,评估南海地区合作和协商的复杂博弈形势下,两个或多个利益相关者在南海海洋自然资源开发利用上的利益关系,以期有助于南海区域渔业管理组织等机构成功实践。同时,由大数据驱动的国际合作和决策已日渐成为一种趋势。一个由人工智能支持的跨学科、跨地区、跨主权和跨贸易的国际渔业和环境管理组织可以整合协调积极参与者们与各方决策者们的合作和努力,更好地利用决策影响力,以解决区域自然资源保护和勘探的紧急事件,为渔业管理和海洋环境保护机制的制定,为南海区域渔业管理、海洋环境保护和区域资源管理等开辟美好的前景。
Coral protection,fisheries management,as well as oil and gas reserves exploitation are some of the critical and urgent matters in maintaining a biologically and ecologically sustainable South China Sea(SCS)region.This paper assesses the multi-folded gaming situations by utilizing and innovating game theory toolkits for examining SCS regional cooperation and coordination decision-making.It suggests applying the methods of game analysis in an international setting where natural marine resources are shared by two or more stakeholders who are both in dispute.It offers a different perspective that may be conducive to the success of such a SCS regional fisheries management organization.Furthermore,Big Data is now driving international cooperation and decision-making.Cross-discipline,cross-region,cross-title,cross-trading AI-supported international fisheries and environmental management organizations will pave the way for the SCS region to shape a brighter future by integrating and coordinating the cooperation and efforts of active participants and decision makers.Such organizations aim at resolution to urgent issues in regional natural resources conservation and exploitation,as well as mechanism design for fishery management and marine environmental protection and their application in the SCS.
