摘要
拥有良好传统制造业基础的汉江生态经济带,肩负着艰巨的经济发展和生态保护双重任务。文章从生态保护与制造业经济协调发展的角度出发,以汉江生态经济带沿线17市2011—2018年调查数据为样本,基于系统动力学(SD)方法,构建区域战略性新兴产业生态经济系统模型,对区域战略性新兴产业发展的经济与生态政策效果及改进进行仿真模拟,提出协调经济与生态政策关系、提升政策效果的对策建议。研究表明:①目前汉江生态经济带战略性新兴产业经济政策和生态政策实施确实存在矛盾。②对政策进行改进,有选择地加大政策力度,有助于缓解产业经济发展与生态环境保护间的矛盾。经济政策和生态政策的独立实施,均能有效促进单一政策目标的实现,但却不一定符合区域和产业发展的总体目标,要提高政策有效性,必须考虑政策间的相互作用,进行政策协调。考虑到与经济政策的协调,应谨慎加大对战略性新兴企业排污的限制力度,通过努力调动各个参与主体治污减排的积极性控制污染排放;考虑到与生态政策的协调,应谨慎提高对战略性新兴产业的固定资产投资占比,注重优化固定资产投资结构,提升固定资产投资效率。
The Hanjiang ecological economic belt with good traditional manufacturing base shoulders the arduous task of developing economic and ecological protection.From the perspective of coordinated development of ecological protection and manufacturing economy,based on the system dynamics(SD)method,taking 17 cities along the Hanjiang Ecological Economic Belt as samples,the paper uses the survey data from 2011 to 2018 to construct a regional strategic emerging industrial eco-economic system model,simulate the economic and ecological policy effects and improvements of regional strategic emerging industries,and propose countermeasures to coordinate economic and ecological policy relations and improve policy effects.The research shows that:①There are contradictions in the implementation of strategic emerging industrial economic policies and ecological policies in the Hanjiang Eco-economic Belt.②Policies should be improved and strengthened selectively to help alleviate the contradiction between industrial economic development and ecological environmental protection.The independent implementation of economic policies and ecological policies can effectively promote the realization of a single policy goal,but it does not necessarily meet the overall objectives of regional and industrial development.To improve policy effectiveness,policy interactions must be considered and policy coordination should be carried out.Taking into account the coordination with economic policies,we should carefully increase the restrictions on the emission of strategic emerging enterprises,and strive to motivate the enthusiasm of each participant in pollution control and emission reduction;Taking into account the coordination with ecological policies,we should carefully increase the proportion of fixed assets investment in strategic emerging industries,focus on optimizing the structure of fixed assets investment and improve the efficiency of fixed assets investment.
