北京市全面创新改革相关政策与法律法规协同研究

Research on the Coordination between the Comprehensive Innovation and Reform Related Policies and Laws&Regulations in Beijing

近年来,北京市全力以赴加快实施全面创新改革试验任务,取得了实实在在的改革成效。但是在改革过程中,面临着部分相关政策与法律法规之间冲突的现象,为深化全面创新改革带来一定不利影响。本文深入分析了相关政策与法律法规之间冲突的原因,提出了确立法律政策协同新理念、建设法律政策协同新机制、加强政策立法、依据新的政策精神适时修订法律法规等促进法律政策协同的对策建议。

In recent years,Beijing has been going all out to speed up the implementation of com⁃prehensive innovation and reform test task,and achieved real reform results.However,during the reform,it is confronted with the conflict between some relevant policies and laws&regula⁃tions,bringingcertain adverse effects to the deepening of comprehensive innovation and reform.This paper made an in-depth analysis on the causes of those conflicts between relevant policies and laws&regulations,and put forward some countermeasures and suggestions to promote the coordination between laws and policies,such as establishing a new concept of coordination be⁃tween laws and policies,building a new coordinationmechanism between laws and policies,strengthening policy legislation,and revising laws and regulations timely according to the new policy spirit.
