Transportation Leading Degree Model Based on Transportation Prior to Economic and Social Development

《交通强国建设纲要》指出:"牢牢把握交通先行官定位,适度超前"。为定量分析交通运输先行于经济社会的程度,本研究提出交通先行官的概念和内涵,基于交通运输本质和时空维度,明确其核心要义、基本要求、动力和保障。首次构建"先行官"定量测算模型,提出交通运输先行度方法,并对交通先行度进行测算。

As the Outline of the Global Competitiveness in Transportation remarked, transportation is the leading industry and need to be moderately developed pioneer to other industries in the economy. Transportation is an important basis for economic development, an important guarantee for social progress and a sign of civilization. In the process of industrialization and modernization, transportation plays an important leading role in land development, spatial and economic structure optimization, national defense construction and opening to the world. This paper put forward the concept of the transportation pioneer, and defined its core meaning. It is the first time to build the quantitative pioneer model of the transportation leading degree, and to measure the leading degree.
