创新驱动高技术产业升级--基于省际面板数据研究 被引量:12

Innovation-driven Upgrading of High-tech Industry:A Research Based on Provincial Panel Data

摘要 筛选中国26个省、自治区、直辖市高技术产业的2008-2016年面板数据进行回归分析,并将全国按照综合科技创新水平指数划分为三大梯队,探究工艺创新和产品创新驱动中国高技术产业升级的影响机制,检验产品创新的中介作用,比较三大梯队中介效应的差异。研究结果发现:在全国层面,产品创新在工艺创新促进产业升级过程中发挥完全中介作用,还需适当扩大投资规模;在第一梯队地区起部分中介作用,工艺创新对产业升级的促进作用有39%是通过产品创新实现的,仍需扩大投资规模和外商直接投资程度;第二梯队地区不存在上述中介作用,若要推动产业升级,需提高政府干预经济程度和高等教育程度;第三梯队地区与全国层面结果相似,产品创新在工艺创新促进产业升级过程中发挥完全中介作用,还需提高对外开放程度,减少外商直接投资额。 This study selects panel data of high-tech industries in 26 provinces,autonomous regions and municipalities directly under the Central Government of China from 2008 to 2016 for regression analysis,divides the whole country into three echelons according to the comprehensive technological innovation level index,explores the influence mechanism of process innovation and product innovation to drive the upgrading of China’s high-tech industry,examines the mediating role of product innovation,and compares the differences of three echelons of different levels of technological innovation.The results show that:At the national level,product innovation plays a full intermediary role in the process of process innovation promoting industrial upgrading,and the investment scale needs to be appropriately expanded.In the first echelon area it acts as a partial mediator,39% of the promotion of technological innovation to industrial upgrading is realized through product innovation,and it is still necessary to expand the scale of investment and the degree of foreign direct investment.In the second echelon area it does not have the above-mentioned intermediary role,in order to promote industrial upgrading,it is necessary to improve the level of government intervention in economy and higher education.The results of the third echelon area are similar to those of the whole country,product innovation plays a full intermediary role in the process of promoting industrial upgrading through process innovation,and it is also necessary to improve the degree of opening to the outside world and reduce the amount of foreign direct investment.
