摘要
基于计划行为理论构建高校科研人力资本迁移意愿影响因素结构方程模型,并通过内蒙古295名高校科研人才的调查数据进行实证检验。研究表明:科研人才的行为态度、主观规范和知觉行为控制3个维度均对高校科研人力资本迁移意愿有显著的正向影响,具体来说,家庭、高校、政府政策、能力素质以及资源整合程度等因素影响较大。基于此,建议政府、高校等从建立风险保障机制、完善人力资本迁移制度实施细则、积极为科研人才提供创新创业资源入手,提高高校科研人力资本迁移意愿。
Based on the theory of planned behavior,this paper constructs a structural equation model for the factors affecting the transfer of scientific human capital in universities,and conducts an empirical test through the survey data of 295 scientific research personnels in Inner Mongolia.The research results indicates that three dimensions of behavioral attitude,subjective norm and perceptual behavior control of scientific research personnel have a significant positive impact on the willingness to move,specifically,factors such as family,university,government policy,ability and quality,and resource integration degree exert great influence.Therefore,it is recommended that the government,universities,etc.should start from the establishment of risk protection mechanisms to improve the implementation rules of the human capital migration system,providing innovative and entrepreneurial resources for scientific research personnel,and improving the willingness to transfer scientific human capital.
