社会组织参与精准扶贫的问题与思考

Problems and Reflections on Social Organizations Participating in Targeted Poverty Alleviation

十九大提出动员社会各界参与扶贫开发,大力推进精细化扶贫,社会组织参与精准扶贫将成为未来中国扶贫开发的主要趋势。精准扶贫中社会组织的参与强化了政府的治理能力和社会组织专业能力,最终促成一个整合各方利益制衡格局的新型精准扶贫模式的形成。分析了当前社会组织参与扶贫开发工作存在的主要问题、产生问题的原因,针对性地提出包括加强法律政策保障、构建协同共扶机制、强化制度建设等在内的措施建议。

The 19 National Congress proposed to mobilize all sectors of society to participate in poverty alleviation and development,and vigorously promote the refinement of poverty alleviation.The participation of social organizations in precision poverty alleviation will become the main trend of poverty alleviation and development in China in the future.The participation of social organizations in precision poverty alleviation will strengthen the governance ability of the government and the professional ability of social organizations.Finally,it promotes the formation of a new precise poverty alleviation model,which integrates the balance pattern of interests of all parties.This paper analyzes the main problems and causes of the current social organizations'participation in poverty alleviation and development,and puts forward measures and suggestions,including strengthening the legal and policy protection,building the mechanism of coordination and mutual support,and strengthening the system construction.
