政策执行与资本获取:易地搬迁参与精准扶贫的实践——以H省W县为例

Policy Implementation and Capital Acquisition:A Practice of Relocation for Poverty Alleviation in W County

易地扶贫搬迁是国家实施精准扶贫的重要举措。H省W县易地扶贫搬迁既重视搬迁工作中的政策执行,也重视搬迁农户的资本获取。其政策执行注重科学规划、多方联动、先行先试。其资本获取强调合理安置以实现搬迁农户资本获取的多元化,鼓励参与以提高农户的自我造血能力,搭建平台以提升农户的社会资本。W县易地扶贫搬迁的经验表明,必须同步推进政府自上而下的政策执行与农户自下而上的资本获取,才能取得较好的扶贫效果。

Relocation is an important measure in targeted poverty alleviation.W county attaches importance to the policy implementation of relocation and the capital acquisition of relocated farmers.In the process of the policy implementation,the W county focuses on the scientific planning,multi-lateral cooperation,and prior to carry and try.It conducts agricultural and non-agricultural resettlement for relocated farmers,so as to make the capital acquisition of farmers diversified.At the same time,it encourages the participation of farmers to improve their hematopoietic ability and build communication platform and attach importance to the promotion of social capital of farmers.The experience of poverty alleviation and relocation in W county shows that only by paying enough attention to the government’s top-down policy implementation and the farmers’bottom-up capital acquisition can the poverty alleviation effect be better.
