摘要 通过分析我国以往矿产资源开发模式,依据生态建设的需要,厘定了基于动态发展的绿色矿山概念,提出在新时代中国特色社会主义可持续发展理念指导下,绿色矿山是未来矿业发展的基本模式。根据国家矿山规划的要求,对于不同矿山主体,按照矿业产业链、矿体开采价值及环境要求等关联因素,将绿色矿山建设模式划分为资源综合利用、绿色生产、绿色复垦发展、绿色旅游、关停并转、联合融资等六类模式。针对当前我国绿色矿山发展面临资源综合利用程度低、配套支持政策不够细化、落地难、绿色矿山建设主体缺乏主动性、绿色矿山开发利用技术与管理能力亟待提高等问题,分别从政府、社会企业层面提出了相应的对策与建议,藉此推动绿色矿山的发展。 Through analysis of previous mineral resources exploitation mode in China,according to ecological construction needs have collated and stipulated green mine concept based on dynamic development,proposed the green mine is future mining industry development basic mode under the guidance of new era socialism with Chinese characteristics sustainable development idea.According to national mine planning requirements,to different mine entities,on the basis of associated factors including mine industrial chain,orebody exploitation value and environmental requirement,divided the green mine construction mode into resources integrated utilization,green production,green rehabilitation development,green tourism,“mine closure,suspension,merging with or switching to others”and joint financing six categories.In allusion to present green mine development faced issues of low resources integrated utilization level,matching supporting policies not enough refined,hard to be settled,green mine construction principal part lack of initiative,green mine exploitation,utilization technologies and management capacity urgently need to be improved etc have put forward corresponding countermeasures and proposals from government and social enterprise level,on these grounds to push forward green mine development.
