耕地占补平衡指标交易价格测算方法探讨——以重庆市为例 被引量:2

摘要 在构建以耕地开垦费和市场交易价格为主的指标调剂价格体系下,根据2016-2017年土地整治补充耕地成本、资源稀缺性价值、后期管护费用等,更新耕地开垦费收费标准,并以此为基准,进一步诊断影响占补平衡指标市场交易价格的因素,进而确定指标市场供需关系、后备资源稀缺性两个修正因素值和权重计算方法,最终建立占补平衡指标市场交易价格测算模型,计算得出重庆市耕地占补平衡三类指标的交易价格。 Under the construction of the indicator adjustment price system based on the cultivated land reclamation fee and market transaction price,according to the cost of land remediation supplementary cultivated land,the value of resource scarcity,and the costs of later management and maintenance in 2016—2017,the charging standard of cultivated land reclamation fee is updated.On this basis,the paper further studies the factors influencing the market transaction price of the indicators of requisition-compensation balance,and then determines the modified factor value and weight calculation method of the indicator of supply and demand relationship in market and reserve resource scarcity.Finally,the market transaction price calculation model of requisition-compensation balance is established,and then the transaction prices of the three types of indicators of the requisition-compensation balance of cultivated land in Chongqing are calculated.
