乡村振兴背景下闲置农房盘活利用问题与对策——来自重庆案例实践

Problems and Countermeasures of Enlivening Unused Farmhouses under the Background of Rural Revitalization—A Case Study of Chongqing

文章以重庆市大巴山森林人家、巴渝民宿和归原小镇为案例,在深入调研的基础上以项目概况、主要做法、取得效果为主要分析框架,该三个案例盘活利用模式多样,盘活利用奖补资金多源,盘活利用产业融合多元,政策创新不断加强。经案例对比分析,存在的问题有规划统筹引导不够、用地政策存在障碍、配套机制有待健全、监督管理力度不够等。针对这些问题提出对策建议:(1)强化规划引导,储备盘活利用项目;(2)加强政策创新,破除盘活利用障碍;(3)强化政策实施,规范盘活利用行为。

The article takes the Dabashan Forest House,Bayu B&B,and Guiyuan Town in Chongqing as examples,based on in-depth investigation,the main analysis framework is the project profile,main practices,and results,these three cases have various modes of enlivening utilization,multiple sources of enlivening utilization of rewards and replenishment funds,diversified industrial integration of enlivening utilization,and the policy innovation have been continuously strengthened.Based on the comparative analysis of cases,the existing problems include insufficient planning and overall guidance,obstacles to land use policies,unsound supporting mechanisms,insufficient supervision and management,etc.This article proposes countermeasures and suggestions for these issues:(1)strengthen planning and guidance,reserve the enlivening utilization projects;(2)strengthen policy innovation,remove barriers to enlivening utilization;(3)strengthen policy implementation,and standardize enlivening utilization behaviors.
