Typical Calculation Methods for Generation Unit Costs and Their Application to the Unit Cost Parameters of Spot Energy Market

现货市场建设是电力市场改革的核心环节,构建合理的机组成本测算机制能够科学地梳理发电侧成本构成,对于加快完善现货市场体系建设具有重要意义。为此,分析介绍当前典型电力市场的机组成本参数、构成与测算方法,根据广东现货市场建设现状,讨论当前广东火电机组成本测算方法选择的合理性,并选取适合当前现货能量市场的成本测算方法对典型火电机组进行成本测算。最后,针对目前广东省现货能量市场机组成本测算和参数梳理方法的不足之处给出了建议。

The spot market is the essential component of current power market reform in China.The construction of a reasonable unit cost calculation mechanism can scientifically sort out the generation side cost structure,which is of great significance to accelerate construction of the electricity spot market system.This paper analyzes the parameters and calculation method of unit costs in typical power markets.According to the construction status of Guangdong spot market,it discusses the rationality of selecting the unit cost calculation method,and chooses the calculation method suitable for current spot market to calculate the unit costs of typical thermal generation unit.Finally,the paper provides some suggestions for generation unit cost calculation and parameter handling in Guangdong spot energy market.
