摘要
在市场经济条件下,中国商业类国企混合所有制改革是大势所趋。借鉴淡马锡模式中政府对国企从“管资产转向管资本”到逐步实现“政企分离”,以“能者居之”的理念实现职业经理人的全球选聘,完成下属公司的市场化运作等改革范式。结合中国国情,提出将国资定位、政企分离、多元混合发展、可量化的考核与激励机制、职业经理人选聘等逐步运用于中国商业类国企混改中,以期实现商业类国企在市场化竞争中高效运转的目标。
Under the condition of market economy,the reform of mixed ownership of commercial state-owned enterprises is the general trend in China.The government in the Temasek model changes from′managing assets to managing capital′to gradually realizing′separating government from enterprise′.It has also recruited the professional manager through the idea that a competent person should get the job to achieve the market operation of the subordinate company.Temasek mode combined with China′s national conditions,it is proposed to gradually apply the assets positioning,separation of government and enterprises,multivariate mixed development,quantifiable assessment and incentive mechanism,and selection and appointment of professional manager to the reform of mixed ownership of commercial SOEs in China,so as to achieve business efficiency of commercial SOEs in market-oriented competition.
