基层智慧服务体系建设中的资金问题探析

基层民众已进入了网络时代,智慧服务是共享的有力保障,而智慧服务依赖强大的经济基础。当前基层治理面临一定程度的经济困难,探析大数据背景下的基层智慧服务中资金来源问题,对促进基层治理现代化具有十分重要的意义。基于基层网络时代下的民众智慧生产、生活服务需求、资金来源及状况的调研,通过对以陆良县基层智慧服务体系建设进行调研发现,政府购买服务的资金严重不足,村级组织集体经济薄弱,应构建市场化机制,强化对政府购买服务的资金的监控,激活企业和非政府组织业参与服务的动力,从产业服务入手壮大村集体经济,引导民众购买个性化增值服务,以此解决资金严重不足的问题。

Local People have entered the network era,smart service is a strong guarantee for sharing,and it depends on a strong economic foundation.At present,the local governance is facing some economic difficulties.It is of great significance to study the source of funds in the local smart service under the background of big data and promote the modernization of local governance.Based on the survey of people′s smart production,life service needs,funding sources and conditions in the network era,a survey of the construction of the local smart service system in Luliang County found that the government′s funds for purchasing services are seriously insufficient,and the collective economy of village-level organizations is weak.We should build a market-oriented mechanism,strengthen the monitoring of government funds for purchasing services,activate enterprises and non-governmental organizations to participate in services,develop the village collective economy from the perspective of industrial services,and guide people to buy personalized value-added services,so as to solve the problem of serious shortage of funds.
