Thoughts and Suggestions on Carbon Emission Quota Allocation in Power Generation Industry

分析了区域差异、含碳量、装机容量、电网排放因子和企业履约等因素对发电行业配额分配的影响。建议国家通过政策协调,保障碳市场的公平;因地制宜,均衡区域发展差异;刚柔兼济,预留配额柔性调节;完善监测、报告、核查(MRV)体系等措施来完善碳市场建设。

This paper analyzed the influence of regional differences,carbon content,installed capacity,grid emis-sion factors and enterprise performance on the quota allocation of power generation industry.It was suggested that the government should improve the carbon market construction through policy coordination by ensuring the fairness of carbon market,and balancing regional development differences according to local conditions,and reserving flexi-ble adjustment of quotas,and improving the monitoring,and reporting and verification(MRV)system.
