Scientific Understanding of the Implementation Requirements of the Double-high Plan Construction Project

《中国特色高水平高职学校和专业建设实施意见》及其“遴选办法”和“申报通知”,明确了双高建设的指导思想、建设原则、遴选条件及项目管理办法。对这些问题,如何正确认识、科学把握是关系到建设能否成功有效的关键,也关系到中国特色高职教育的发展方向和前景。本文从端正指导思想、把握指导原则、掌握遴选重点,落实实施机制四个方面进行阐述,目的是为高职战线尤其是双高学校提供一个指导方案。

The Implementation Opinions on the Construction of High-level Higher Vocational Colleges and Specialties with Chi⁃nese Characteristics,“the selection methods”and“the application notice”define the guiding ideology,construction principles,selec⁃tion conditions and project management methods for the double-high construction.How to correctly understand and scientifically grasp these problems is the key to the success and effectiveness of the construction,as well as the development direction and pros⁃pect of higher vocational education with Chinese characteristics.This article explains from the correct guiding ideology,grasping the guiding principles,grasping the key points of selection and the implementation of the four aspects of the implementation mecha⁃nism,and the purpose is to provide a guiding program for the higher vocational front,especially the double-high schools.
