技术工人升级是新时期产业工人队伍建设的难点及突破点——基于广西南宁市企业的调研

The Upgrading of Skilled Workers is the Focus and Breakthrough of the Construction of Industrial Workers in the New Era--Based on the Investigation of Nanning Enterprises in Guangxi

目前,中国的实体经济特别是制造业面临巨大的压力,除了产业结构本身的原因外,产业工人队伍建设不足成为经济科技创新再提升的制约因素。经过调研广西南宁的部分企业,我们发现部分产业工人呈现政治地位不明显、经济地位有所下降、权益保护不足的现状,尤为突出的是产业工人队伍中的技术工人成长发展滞后,技术工人占比较低、流动存在潜在风险、接受培训的程度不足等方面。技术工人升级正是新时期产业工人队伍建设的重点和难点,我们可以通过完善薪资体系、通畅技术工人成才通道、完善技能培训体系等方式,达成新时期产业工人队伍建设的目标。

At present,China's economy,especially the manufacturing industry,is facing great pressure.In addition to the industrial structure,the construction of industrial workers has become a constraint factor for the repromotion of economic and technological innovation.Through fi eld investigation in Nanning,it is noticed that their political status is unconscious,their economic status has declined,and their rights and interests are not well protected.The author found that the construction of skilled workers is the focus and diffi culty of the construction of industrial workers:the proportion of skilled workers is relatively low,there are potential risks in the flow,and the degree of training is also insuffi cient.This paper further analyzes the factors that hinder the upgrading of skilled workers,such as imperfect salary system,unimpeded access to talent,and immature skill training system.In order to break through the diffi culties in the construction of industrial workers in the new era,which gives relevant suggestions.
