摘要
在我国政府“一带一路”倡议下,铁路工程建设已成为中资企业“走出去”的一张国际名片。由中国土木工程集团有限公司承建并运营的亚吉铁路,是“一带一路”标志性工程,被赞誉为“新时期的坦赞铁路”。本文根据亚吉铁路建设和运营的签约历程,总结项目成功相关经验,探索开展国际化经营的创新模式——“亚吉模式”;并基于中国土木的相关经验,提出了“互联互通可以带动沿线经济发展”、“以产能合作促园区基础设施建设”、“协同发展不应忽视外汇和金融政策性风险”、“中国的成功经验可以复制”等4项建议措施,以助力非洲国家早日实现工业化。
Accompanying the Belt and Road Initiative(BRI)proposed by Chinese government,railway construction has turned into an international business card for Chinese enterprises to go global.Ethiopia-Djibouti Railway(EDR),built and operated by China Civil Engineering Construction Corporation,is an iconic project under the BRI framework,and is honored as TAZARA in the new era.This paper,based on the EDR contract signing,construction and operation practices,summarizes successful experience of the project and discusses an international business innovative model,i.e.,the Ethiopia-Djibouti Railway Mode.Furthermore,in light of CCECC’s practices in this regard,four conclusions that can help expedite the industrialization of African countries are put forward as follows:(1)Railway interconnectivity can boost economic growth along the line.(2)Capacity building cooperation can facilitate infrastructure construction in Overseas Economic and Trade Cooperation Zones.(3)Potential financial policy risks and foreign exchange risks should not be neglected in coordinated development.(4)China*s successful experience can be learned and re-practiced.
