摘要
尽管美国退出《巴黎协定》,但由于气候变化的威胁日趋严重,低碳经济已成为时代潮流,这需要包括交通在内的所有部门都受到削减温室气体排放的约束。铁路作为陆路对外合作的重要载体,在当代欧亚大陆的交通中依然发挥基础性的作用,特别是在中国提出的“一带一路”倡议中,高铁作为互联互通的物质手段,将发挥不可替代的作用。在低碳经济的约束下,高铁节能减排的特点不仅能促进“丝绸之路经济带”提升经济效益,也将增进其中的环境效益,由此成为中国在欧亚大陆合作的重要依托。
Although the United States has withdrawn from the Paris Agreement,the increasing threat of climate change has made low-carbon economy a trend,which requires all sectors,including the transportation sector,to reduce greenhouse gas(GHG)emissions.Railways continue to play a fundamental role in contemporary Eurasian transport as an important vehicle for international cooperation by land.In particular,in China’s New Silk Economic Belt initiative,high-speed rail(HSR)will play an irreplaceable role as a material means of connectivity.Because of its characteristics,i.e.energy saving and GHG emission reduction, HSR will help bring more economic and environmental benefits for the New SilkRoad Economic Belt through low-carbon economy. Consequently, HSR cooperation willbecome a significant component of China’s international cooperation in Eurasia。
