重庆水务企业级信息化标准体系建设实践

Construction of enterprise level information standard system in Chongqing water group

在水务企业信息化建设过程中如"烟囱系统""数据孤岛"等问题逐步显现并日益突出,相关标准体系的缺失成为制约信息化手段进一步发挥潜力的关键因素。基于此,提出了一套企业级信息化标准体系建设技术路线,从管理和技术两个角度入手,通过规范底层要求、固化工作流程、梳理业务要素与信息化的关联,来引导信息化深度应用。该体系一般应包括基础标准、业务体系标准、应用体系标准、数据资源标准、信息化基础设施标准、信息安全标准、信息化管理标准、信息化评价标准8个分体系,分体系内的各项标准应结合企业实际情况与需求进行建设。以重庆水务为例介绍该体系的具体建设过程。

At present,the information construction of water utilities is in full swing.In this process,problems like "chimney system" and "data island" gradually appeared and became increasingly prominent.The lack of relevant standard system has became a key factor restricting the further development of smart water.This paper proposes a possible technology route for enterprise level information standard system construction.To follow this route,standards should be organized and constructed in two aspects of management and technology.Then we can guide the in-depth application of informatization by standardizing the underlying requirements, solidifying the workflow,and combing the relationship between business elements and informatization.The standard system should include eight sub-systems: basic standard, business system standard,application system standard,data resource standard,information infrastructure standard,information security standard,information management standard and information evaluation standard.The standards in the sub-system shall be constructed in combination with the actual situation and needs of the enterprise.This paper takes Chongqing water group as an example to introduce the specific construction process for the reference of major water companies in the industry.
