蓝天保卫战重点区域强化监督的环境与经济绩效评估

Environmental and economic performance evaluation of strengthening supervision in the specific region of blue sky defense

本文采用断点回归方法,基于京津冀及周边地区PM2. 5、PM10浓度变化和工业企业利润,定量研究蓝天保卫战重点区域强化监督工作的环境与经济绩效。研究结果表明:(1)京津冀及周边地区强化监督工作总体上对本地区30天内空气质量的改善作用明显;(2)强化监督工作的开展对京津冀及周边地区不同省(市)工业企业利润的影响程度差异大,影响效果不显著;(3)以京津冀及周边地区6省(市)合计,强化监督工作对工业企业利润总额影响不显著,且随时间变化正效应逐步显现。

Based on the changes of PM2. 5 and PM10 concentration and the profit of industrial enterprises in Beijing-Tianjin-Hebei and the surrounding areas, this paper quantitatively studies the environmental and economic performance of strengthening supervision in the specific region of blue sky defense. The results show that: the strengthening supervision in Beijing-Tianjin-Hebei and the surrounding areas has an obvious effect on the improvement of air quality within 30 days;the impact of the work on the profits of industrial enterprises in different provinces( cities) of Beijing-Tianjin-Hebei and the surrounding areas is not significant and the effect is different;the impact of strengthening supervision on the total profits of industrial enterprises is not significant, and the positive effect gradually shows over time.
