乡村振兴中的协同治理困境及破解路径选择——基于SFIC模型分析的广西例证 被引量:4

摘要 当前,我国农村基层的治理主体单一,仍未形成具有合力的多元主体协同治理模式,仅靠基层政府和村组织作为乡村治理的主体难以应对乡村全面振兴发展要求。文章从公共管理学科的“协同治理”理论视角出发,通过以其经典模型——SFIC模型为分析框架对广西壮族自治区乡村振兴战略实施中的困境进行剖析,力求更高效的乡村治理路径。研究发现,广西在实施乡村振兴战略过程中存在部分治理主体协同能力及动力不足,基层党政力量催化协同作用发挥不足,乡村振兴战略制度设计的开放性、透明性和清晰性不足,治理主体间沟通交流不足等缺陷。在此基础上,提出从构建激励机制、催化机制、保障机制、沟通机制优化乡村振兴协同治理的实现路径。 At present,the governance subject at rural grass-roots level in China is single,and there has not yet formed the multi-subject collaborative govern ance mode with resultant force.It is difficult to meet the development requireme nts of the overall revitalization of rural areas only relying on grass-roots gov ernment and village organizations as the main body of rural governance.From the perspective of the“collaborative governance”theory of public management,th is paper analyzes the difficulties in the implementation of rural revitalizatio n strategy in Guangxi Zhuang Autonomous Region by using its classic model——SFI C model as the analysis framework,and strives for a more efficient rural gover nance path.It is found that there exists some defects in the process of implemen ting rural revitalization strategy in Guangxi,such as the lack of coordination ability and impetus of some governance subjects,the lack of catalytic synergy o f grass-roots party and government forces,the lack of openness,transparency an d clarity in the system design of rural revitalization strategy,and the lack of communication among governance subjects.On this basis,the paper proposes to op timize the realistic path of collaborative governance in rural revitalization fr om the construction of incentive mechanism,catalytic mechanism,safeguard mecha nism and communication mechanism.
