中国智库结构特征与发展策略

Structural Features and Development Strategies of China s Think Tank

通过与2015年比较,文章从决策、舆论、社会、专业和国际影响力五个角度,分析了2018年中国智库结构的四个新特征:从空间来看,优质智库呈现伞形分布;从类型来看,党政智库发展态势向好;从定位来看,各类智库保持传统优势;从活动来看,智库行为方式逐渐固化。针对智库发展存在的问题,提出局部改善智库与决策层松散关系,有序带动人才高端化、特色化,适度推进技术与智库建设同频共振,不断强化智库“走进去”国际定位等发展策略。

Compared with 2015,the paper analyzes four new features of China s think tank structure in 2018 from five aspects of decision-making,public opi nion,society,profession,and international influence.In terms of space,high-q uality think tanks present a umbrella distribution.In terms of type,the develop ment trend of party and government think tanks is good.In terms of orientation,all kinds of think tanks maintain their traditional advantages.In terms of activ ities,the behavioral pattern of think tank is gradually solidified.In allusion to the problems existing in the development of think tanks,this paper proposes some development strategies,such as partial upgrading the loose relationship be tween think tank and decision-making layer,orderly promoting the high-end and c haracteristic of talents,moderately promoting resonance with the frequency of t echnology and think tank construction,and continuously strengthening the intern ational positioning of think tanks as“going in”.
