法治思维视阈下新型冠状病毒肺炎网络舆情治理探析

Study on the Internet Public Opinion of COVID-19 Under the View of Legal Conscious

新型冠状病毒肺炎疫情引发强烈关注,相关舆情热度不断升级。新型冠状病毒肺炎舆情关注人的生命、健康、权利,表达多元利益诉求,并借助网络快速传播,且受众范围广泛,需要依法规范治理。舆情治理面临着言论自由与谣言的界定、舆论场的引导、利益冲突的权衡之挑战等问题。法治思维下的社会治理应当凝聚社会共识,建立有效的利益协调机制,通过法治保障和伦理约束激发舆情正面功能。

The outbreak of the COVID-19 has aroused strong concern,the related public opinions intensity has been escalating.The public opinions of COVID-19 were about people’s live,health and rights,and expression of multiple interests,so we need to regulate governance according to law.Public opinion guidance is faced with the challenges of the following problems:how to define opinion and rumor;how to guide the public sentiment field;how to balance the conflict of interest.Thinking under the rule of law conscious should be guided positively,so that we can build social consensus.We can establish an effective interest coordination mechanism,stimulate the positive function of public opinions through legal guarantees and ethical constraints.
