Policy Evolution and Practice Exploration of Rural Homestead System Reform

宅基地制度是我国农村土地制度中最为特殊的制度安排。文章在对中国农村宅基地制度相关政策演变进行系统梳理的基础上,归纳总结当前改革试点的成效经验,提炼改革试点取得的制度性成果,分析试点中面临的突出问题,最后提出深化宅基地制度改革应坚持审慎原则,在充分实践的基础上推动完善立法规范的建议。

Homestead system is the most special system arrangement in China’s rural land system.Based on the systematic analysis of the evolution of the relevant policies of China’s rural homestead system,this paper sums up the effective experience of the current reform pilot,refines the institutional achievements of the reform pilot,analyzes the important problems faced in the pilot,and finally puts forward the suggestion that deepening the reform of homestead system should adhere to the principle of prudence and promote the improvement of legislative norms on the basis of abundant practice.
