垃圾分类是破解垃圾围城的切入点,做好源头分类工作将大大提高垃圾处理效率。政府购买城市生活垃圾分类服务作为改善垃圾分类效果的新渠道,是政府角色再塑造、保障垃圾分类质量、促进垃圾分类精准管理的重要途径。基于典型城市实践案例,文章以资金流与垃圾流为线索,构造政府购买城市生活垃圾分类应用模式,围绕政策因素、经济因素和技术因素分析模式中存有的问题,从完善顶层设计、加大扶持力度和提升分类技术为切入点,提出具体的对策建议,为政府购买城市生活垃圾分类服务提供新的思路。

Waste sorting is a breakthrough to manage garbage better and doing a good job of source classification of garbage will greatly improve the efficiency of garbage disposal.As a new approach to the improvement of the effect of waste sorting,government purchases of urban household waste service is an important way to reshape the role of the government,guarantee the quality of garbage classification,and improve the accurate management of garbage classification.Based on the typical urban practice cases,the paper takes the flow of finance and the flow of the garbage as clues to construct the application model of waste sorting service purchased by the government,and analyze the policy factors,economic factors and technical factors around the model.Specific countermeasures and suggestions are put forward to shed new light on the government purchase of public service of urban living garbage.
