摘要
市场导向是当前普遍的组织文化,效率是其基本价值观。以X效率理论作为地方公办本科院校科研效率研究的理论依据,利用广西公办本科院校的科技统计数据,综合运用DEA和微观计量方法分析科研X效率及其影响因素。结果表明,地方公办本科院校科研普遍存在X低效率,投入冗余与产出不足并存;地方政府加大经费投入对提升科研X效率具有正向促进作用;高层次专业化人力资本和科技人员队伍的结构性失衡不利于科研X效率的提升。
The current organizational culture is prevailed by market orientation with efficiency as its basic value.Based on the X-Efficiency Theory as the theoretical basis in evaluating the scientific research efficiency of local public universities,and the scientific and technological panel data from public universities of Guangxi,this paper analyzes the X-efficiency of scientific research and its influencing factors by combing the DEA method and micro econometric analysis.The results show that local public universities commonly have low X-efficiency of scientific research which is characterized by input redundancy and output deficiency;increasing investment from the local governments plays a positive role in promoting the X-efficiency of scientific research;and the structural imbalance of high-rank specialized human capital and scientific and technological personnels has a significant reverse effect on X-efficiency of scientific research.
