新时代县委书记治理能力关系国家治理体系和治理能力现代化的总体目标能否顺利推进。在治理能力提升要素方面,县委书记需要增强八大本领:学习本领、政治领导本领、改革创新本领、科学发展本领、依法执政本领、群众工作本领、狠抓落实本领、驾驭风险本领。在遵循方面,县委书记必须始终做到心中有党、心中有民、心中有责、心中有戒,做政治的明白人、发展的开路人、群众的贴心人、班子的带头人。面对新时代新任务新要求,提升县委书记治理能力的路径主要有:完善培养机制,拓展补足县委书记治理能力短板;健全激励机制,持续强化县委书记治理能力提升;依托外推机制,引导县委书记治理能力有效发挥。

In the new era,the governance capabilities of county party secretaries are related to whether the overall target of modernization of state governance system and governance capacity can be actualized.As respect to the elements of governance capabilities,county party secretaries need to strengthen their skills in eight aspects:learning,political leadership,reform and innovation,scientific development,governance according to law,mass work,implementation,and risk management.As to the criteria of governance capabilities,county party secretaries must keep in mind the Party,the people,the responsibilities and the disciplines,and become politically sensible persons,pioneers in development,close friends of the masses,and foregoers of the leading collectives.Facing the new tasks and new requirements of the new era,the paths for improving governance capabilities of county party secretaries are as follows:improve the training mechanism to make up for the county party secretaries’shortages in governance capabilities;perfect the motivation mechanism to continuously strengthen the improvement of county party secretaries’governance capabilities;and establish the outward extension mechanism to put county party secretaries’governance capabilities into real play.
