海洋石油工业经过近50年的发展,浅海区域各类技术基本成熟,海洋石油平台空前发展,作业量不断增加。鉴于海洋石油平台的拖航作业安全风险较大,国内外拖航事故屡见不鲜,结合多年安全管理工作经验对自升式海洋石油平台拖航作业安全风险进行分析、对自升式海洋石油平台拖航作业安全管控措施进行汇总,力求达到自升式海洋石油平台拖航作业安全运行。

After nearly 50 years of development in the offshore oil industry,various technologies in the shallow sea area have basically matured,offshore oil platforms have developed unprecedentedly,and the workload has been increasing.In view of the greater safety risk of towing operation of offshore oil platforms,towing accidents at home and abroad are common.Combined with many years of experience in the towing safety management,the safety risk of towing operation of jackup offshore oil platforms is analyzed,and the safety control measures of towing operation of jack-up offshore oil platforms are summarized to achieve safe operation of towing operation of jack-up offshore oil platforms.
