摘要
文章以新电改环境下进一步加强配电网工程投资“事前”科学决策为目标,在目前日趋成熟的网格化规划方法基础上,以关联电网为依托,提出基于“资产全生命周期”和“关联电网”的配电网工程项目“成本指标”和“效益指标”计算方法,构建项目可研经济性评价模型,并应用于配网项目可研经济性评审实践,取得了良好效果,对于提升项目评审的科学性、强化项目预算管理,实现投资精准化极具应用和推广价值。
This paper aims to further strengthen the″ex-ante″scientific decision-making for distribution network investment under the new electric power reform.On the basis of the increasingly mature grid planning method,this paper proposes a calculation method of″cost index″and″benefit index″based on″full asset life cycle″and″the associated power grid″.It constructs a feasibility evaluation model,which has been applied to the company′s distribution network project with good results.Therefore,it is of great value in both application and promotion for improving the scientificity of project review,strengthening budget management as well as realizing precise investment.
