实然与应然:安徽大别山革命老区生态扶贫的实践与路径

To Be and Ought to Be:Practice and Path of Ecological Poverty Alleviation in the Old Revolutionary Base of Dabie Mountain in Anhui Province

生态扶贫需确立脱贫致富和生态环境改善双重目标。近年来,安徽大别山革命老区生态扶贫成效显著,但也存在着生态扶贫的理念困境、政策困境、产业困境、动力困境等问题。针对上述问题,为提高生态扶贫战略成效提出相应的政策建议。即加强顶层设计,坚持绿色发展理念与生态扶贫理念的相得益彰;依托优势资源,推进生态扶贫与产业扶贫的相辅相成;优化政策设计,坚持生态扶贫机制与生态保障机制的相提并论等,保障大别山革命老区立足绿色发展理念,打赢脱贫攻坚战。

Ecological poverty alleviation should aim for both poverty alleviation and ecological environment improvement.In recent years,the old revolutionary base of Dabie Mountains in Anhui Province has achieved remarkable results in ecological poverty alleviation,but it also faces problems in concept,policies,industries and motivation.In view of the above problems,corresponding policies are suggested to improve the effectiveness of the ecological poverty alleviation strategy.Among the suggestions are to strengthen the top-level design,adhering to the concept of combining green development and ecological poverty alleviation,to rely on superior resources,simultaneously promoting ecological and industrial poverty alleviation,and to optimize policy design,attaching equal importance to ecological poverty alleviation mechanism and ecological security mechanism,which are expected to ensure that the old revolutionary base of Dabie Mountains win the battle against poverty based on the concept of green development.
