摘要 商业保险公司在开展住房反向抵押养老业务时由于较多风险,其参与热情不高,使得该项业务发展缓慢。为了保障参与双方合法权益、分散商业保险公司面临的风险,有必要引入再担保机制。我国现阶段不断增加的养老需求、蓬勃发展的保险业、良好的宏观环境等都为住房反向抵押养老再担保的发展提供了可行条件。政府等相关部门应当不断完善住房反向抵押养老再担保的制度设计、鼓励民资参与、控制住房反向抵押再担保规模,促进我国养老事业发展。 Due to more risks,their enthusiasm for participation is not high,the housing reverse mortgage pension business of commercial insurance companies is slow. In order to protect the legitimate rights and interests of both parties and diversify the risks faced by commercial insurance companies,it is necessary to introduce a re-guarantee mechanism. At present,the increasing demand for old-age care,the booming insurance industry and the good macro environment have provided feasible conditions for the development of old-age re-guarantee with reverse mortgage in China. The government and other relevant departments should constantly improve the system design of housing reverse mortgage for old-age re-guarantee,encourage the participation of private capital,control the scale of housing reverse mortgage for old-age guarantee,and promote the development of China’s old-age care undertakings.
