浅谈新时代中国高校成果转化面临问题及对策建议

Brief Talk on Current Problems and Countermeasures of Achievements Transformation of Chinese Universities in the New Era

提升技术转移转化质量是新时代高校强化服务社会职能的重要着力点。通过梳理新时代有关技术转移转化的新要求新精神新思想,回顾高校在评价导向、科技成果与市场需求、产权归属和利益分配、转化管理机制创新与组织机构协作、专职机构及人才队伍建设等方面存在的问题与挑战,结合多年从事知识产权工作的实践经验,从扭转评价导向、促进产学研融合、明确产权归属与均衡利益分配、完善管理机制、强化专业师资建设等角度提出了对推进高校技术转移转化工作的具体建议,希望能够为我国高校提升技术转移转化质量提供参考。

To promote the technology transfer is an important point for universities to strengthen their social service function in the new era.This paper analyzes and explores the new requirements,spirit and ideas brought by technology transfer nowadays and reviews the problems and challenges of universities existing in the following aspects:evaluation orientation,scientific and technological achievements and market demands,intellectual property ownership and benefit distribution,management mechanism innovation and organizational collaboration as well as professional institution and team construction.Meanwhile,it refers practical experience from the past years in intellectual property work and considers many points including reversing evaluation orientation,promoting the industry-university-research cooperation,defining the intellectual property ownership and balancing the benefit distribution,improving management mechanism and reinforcing the professional teaching force.By taking all above into consideration,this paper puts forward specific suggestions,aiming to provide some reference and speed up technology transfer in universities.
